To make it clearer, here is an overhead view of the existing Henderson/Perimeter Interchange:



Now if we simply flip the same image over and imagine this is Main Street and Chief Peguis it would look something like this, but just imagine there is more space between Main and the Kildonan Settlers Bridge (but you get the idea), This is the reason why CPT should go OVER Main and not under it. It would be too great of a grade change from over the river to under Main.
