FWIW I don't think that Citydata.com data is accurate. Here are the 2010 census numbers for some of Portland's denser neighborhoods, taken from
ONI's website:
- Old Town / Chinatown: 18,551 people / sq mile
- Pearl: 15,671 people / sq mile
- Downtown: 15,315 people / sq mile
- Goose Hollow: 14,910 people / sq mile
- Northwest District: 9,179 people / sq mile
