The Independent developers may not want a 3rd St. bridge, in which case they could have some sway about that. Hmm... hard to say if it would be a better selling point to have the bridge there or to be on a dead end.

The developers likely want it, presumably (note Drummer's comment), because of the better access it would bring to it's residents.
