I think strategically placed parking garages would be a huge bonus to downtown. Use lots that don't require retail, and that are still in the core. The structures can be made to be visually appealing. I've seen a parking structure covered in green walls that looked excellent. I don't think the issue is that we need more parking, we just need to consolidate our lots.
If we build a 6 storey parking lot on a surface lot right now, that adds several spots to the core while making mixed developments on parking lots easier because we won't have to worry about the loss. Other cities use these, and I don't understand the fear.
