According to the article, the 2 shorter towers will be built at the same time, with the tallest being build last and serving as the "signature" tower.

Hopefully the other supertall proposals will become a reality. The FAA would probably tweak if these where over a 1000 feet. But hey, anything over 800 feet is still awesome.
