The FAA recently got more strict. That's why Skyrise had to have their pseudo ground-breaking a few months back, so they could keep their previous FAA approval since they knew under the more strict current rules, they didn't stand a chance of getting approval at 1000 feet. Too bad Swire was a year or so late. Maybe we can have a new referendum to transfer Skyrise's FAA approval to One Brickell CityCentre?
