Westbank will magically be granted City approval to move the steam plant to a location of far less value and rezone the existing site to a much higher density so that the value just happens to exceed the $32M value of the purchase of CHD?

If anyone is wondering how Vision will be easily re-elected to another majority on council, just look at Ian Gillespie's track record over the past few years...
Is it really so bad if both parties benefit?

It the steam plan can achieve its purpose in an area with a much lower real estate value isn't it in the interest of all to have it moved?
