I think thats the whole idea. The NY Harbor. World famous, and believe me tourists are going to be flocking to this like crazy. If they flock in the masses to go see the Wall Street Bull (and they do because that bull is always packed with tourists), something the likes of the wheel would attract millions. Plus, if the wheel was in Manhattan, it would look silly.
