Probably because the city has no balls to use its expropriation power so they instead made a deal with Scotia to use their land instead of seizing it.
Or that parking lot they're using for the central roadheader. They struck a deal to use part of the parking lot for a few years, instead of what they should have done, which is expropriating the whole thing and then selling it to a developer after they were done. Would have probably saved money (whatever it costs to expropriate would be made up for by selling!) and would have guaranteed something would be BUILT in that lot.
