I can't say for certain, but I don't think so. It seems illogical, but people expect that their condo downtown will be in a quiet neighbourhood. It's slowly starting to get better but it'll take a while for development to start heading that way. You have to keep in mind that a city of 2.4 million really doesn't NEED retail at the bottom of every tower, especially with the amount of towers we build.
