It was postponed to allow City Creek Reserve and Property Reserve to recoup some of the money they spent on CCC as a whole. Postponing it allows them to sell the units in the other three towers and recoup some of that money. I estimate that The Cascade will start to rise above the current 2 levels when the other units are at around 60-80% sold, depending on how fast the units are selling and how long it will take to construct the Cascade. As of the February update the total units sold/reserved were; 249 of 426; 58%.
My updates are based on the City Creek Living website.
