I presume the total cost of 2 billion would include materials, so it looks as if you're inflating the cost of materials twice, and then you presume the cost of materials is 2 billion dollars, if I'm reading that right. With 15% inflation, the cost of C line goes up to 2.3 billion, which is still 33% cheaper than Bombardier Skytrain, using my formula anyways.
