Probably, but I get the feeling they would have an alternative plan to even
that. The NIMBYs just basically don't like whatever someone proposes or plans to build. Only
their plan is feasible to them. So, if you planned open space, they're response would be, "but wait, what type of events are you planning to have on this open space? We don't want loud music, crowds, etc...."
