There was indeed a condo proposed for that lot, and there was a nice sign there for quite a while though I don't recall if it's still there.
I think people's opposition to it was the same as with the debate about the plot of land adjacent to Mapleton Park from a few years ago. People just assumed that a wooded lot next to park land must have been part of the park as well.
