The notion that this gives Rank an unfair advantage is a bit of a joke given the fact that the municipality and province waffled and delayed this project for years. Had the public portion been cut, a scaled-down private portion could have been approved under HbD long ago.
My impression is that Watts' single dissenting vote was meant to please the small contingent of people who are still opposing this project even though it's long past the point where they could even hypothetically do any good for the city.
