Its a shame you don't have a better understanding of contaminated soil remediation procedures.

Generally speaking "contaminated" soil (by VOCs, Benzene, Lead et al) is "remediated" by mixing a small portion of the contaminated soil, with a larger quantity of clean soil effectively diluting the contaminant levels to a "lower than spec" level.

The contaminants remain in this soil, in exactly the same mass as before, they are simply spread across a larger substrate (lower parts per million).

This new mix is then sold to residents and business as 'clean fill' for your backyard renos etc.

Perhaps you'd prefer those 'watered down' VOCs and Hydrocarbons in the new kids school yard with a certificate that the fill was "below measurable contaminant levels - successfully remediated"??

I for one would prefer they don't spread it around more than necessary, allowing it to blow into the air, seep into the canal or similar.
