No, the majority of people living in Burlington work within the Hamilton CMA, and something like 40% the people who work in Burlington live in Hamilton.

The majority of employment development in the Hamilton CMA over the past 30 or so years has been in Burlington. You could almost say Hamilton is a suburb of Burlington. But basically, if you look at the Hamilton CMA according to statscan's formula, Burlington still ends up associated with Hamilton because overall, people who live in the Hamilton CMA work within the Hamilton CMA.
