It certainly can. I've been in a few buildings here where excavation on the adjoining property caused one side to sink. If there's excavation below the level of a nearby building's footings it must either be done behind shoring or beyond where the soil is under pressure (and it's not just downward, foundations exert horizontal pressure as well).
