0% chance. Further, I would argue that Rideau in that end, say between Nelson and the bridge has very little to do with the surrounding communities in terms of "feel" or "character".
What the area needs is a dynamic, bustling high street. There are already plenty of buildings taller than 10 storeys on Rideau Street, why try to "keep" something that really isn't there.
