I'm sure you're using hyperbole, but just for the math of it:
You would need
28 routes to connect 8 locations with every other location directly: (n-1)(n/2).
(Or 7+6+5+4+3+2+1)
The actual number of endpoints would
probably reduce this number to about 20, as a route that connect endpoints such as Langley and Surrey Central much go through Cloverdale and Fleetwood. And obviously White Rock and Surrey Central would go through Newton. That's still quite a few routes. I'm sure Surrey could do with a few more direct routes, but I'm not qualified to know exactly what those are. When I lived in surrey, bus service to places like Fleetwood stopped around 6PM.
