Have you actually been to the domain? It's short spurts of 2-3 story "mixed use" development seperated by big-box retail locations complete with surface parking lots. The thing isn't walkable in any way shape or form. Save for a very small section between the Macy's and Neiman's. And all of that relies on driving to get there and park in one of 3 garages in the area in order to make use of it.
Also, I don't know what kind of "long term" vision or planning ought to rely on an economic collapse to drive out high end retail and bring in "useful" tennants to make an area successful.
If you haven't noticed the high end luxury retailers did pretty well relative to lower-end or middle of the road retail during the last recession.
