Why would it? The issue has never been about safety. The issue of safety was a smoke screen invented by Harbour Air to provide cover for its refusal to move to the new flight centre where it would have to pay higher fees.
As long as Harbour Air is permitted to stay at the temporary terminal, it will, even if the report concludes the new flight centre is safe. Thus, a resolution will require more than a safety report alone.
