Well that's just based on the last few years growth rates. Through the 90s Chicago added 100,000+ people a year, and there is no reason to believe that growth rate isn't equally as likely.

Looking forward it's almost impossible to predict civic growth rates, but IMHO Toronto will still be at least a million behind Chicago in 20 years. Will be interesting to see for sure!
