I agree with everything else you said, but this I do not understand. How can a short trip cost more than a long trip? Marginal burden on the system is, by definition, less than a long trip. A long trip uses up capacity for the entire ride. That same capacity can serve 2 or 3 trips if they are broken up into smaller lengths. Perhaps I am missing something?
