Thats a possibility, I have heard of some jurisdictions, in Europe and the such, that use that idea for speed cameras. They set up 2 speed cameras a few km apart down the road, record when you past the first one. If you make it to the second one too soon then you can get ticketed. I would imagine a similar set up for an urban area wouldn't be too bad.
Then again, why not just skip the middle-man and fire up a subway on Centre. If this was sim city i would of done that ages ago
