Im' sorry, but simply lowering taxes is not going to dissuade young talent from departing to greener pastures. Philadelphia has TONS of work to do before it can reverse the brain drain, as much as it bothers me to admit it. It's going to take a generation to reverse that inertia. As much as I hate it, perception is reality and Philadelphia has not been doing itself any favors recently in that department.
