I love how there's an established solution for this. While there is no law specifically on this here in Sthlm, I wouldn't be surprised if that's how it's done when the time comes for tram-lines that go via the Old Town.

Starting out with a relatively low-ridership line doesn't sound that great, but if you get to match it with a cheaper deal on the LRVs I guess the economy and PR value of it can be good.
