^There were some diggers on the lot. It's on The Battery side of Termperance near the harbour, correct? There were also some orange pylons on the city side of the street, but little progress.
I personally don't think anything is really going on. Digging doesn't make something under construction. There are plenty of empty lots and big holes around the world to prove that.
