If they were able to join One World, I am not sure if it would help YEG or simply focus more resources through Calgary and Vancouver. There would have to be a pretty compelling case to service all three when all the feeders to provide traffic connections into the larger airports at higher frequencies. Plus - making side deals with a carrier like Singapore, part of Star Alliance, isn't really smart. I would assume there is at least a bit of information sharing between the airlines, wouldn't Air Canada be able to enforce the alliance somehow to prevent WestJet from feeding SFO and LAX?

Not really sure West Jet is using the right strategy here however - if I was them I would buy Air Transat and their tour operator while they are under performing and leverage bigger metal where it is useful (flights to Hawaii and Europe) while displacing larger aircraft on the majority of the sun destination routes to provide semi regular service to Europe.

From that point, joining an alliance they would have a much stronger position, and their code shares, even if other alliance partners provide most of the capacity, might get them much more of the total revenue for the trip instead of just the domestic portion.
