An arena is the thing that the city needs. Garrett Coliseum is too far from downtown to have any impact, and I don't hear about anyone ever using it. A multi use facility is a must, but it can't be some small measly building, it needs to be something that can host basketball and arena football, something that compete with cities that it is competing with for tourist dollars.
Chattanooga has McKenzie Arena at UTC, which is good facility and pretty close to downtown.
