Not every building. Some blocks have no curb cuts. Some have a couple. VGH emergency is accessed off 10th near Laurel as is at least one loading bay. There's a firehall on 10th between Hemlock and Granville. City Hall has a parking entrance on 10th. There are also maybe five to ten apartment buildings in total between Main and Arbutus with parking entrances off 10th.
