^ I went out the Richmond Centre on Monday and when I crossed #3 only one lane was open in either direction with a lot of construction going on. Traffic was almost going no where. But it was nice to cross though. No worries of getting hit.
As for the richmond routes. I don't think they got any new buses. But the reason the frequency increased is that their routes are shorter which means greater frequency.
