The second one is definitely too far. I understand that they would still be available from newspaper boxes, but that is beside the point. The point is the restrictions of handing something out. It shouldn't even matter what it says. If somebody wants to hand me something saying that killing puppies is cool, so be it. It is their prerogative.

I wonder if this will restrict handing out religious paraphernalia.
