The mansard / mechanical disguise looks taller than the render. I suppose it would be nice if there were a few extra feet up there to kick this thing back over the 700' line, whatever that's worth.

The changes that spyguy notes are disturbing. It looks highly unlikely that the roofline and precast will integrate, which will give the roof an even more "plopped on" appearance. Add in all the other elements that are clearly not going to be built as shown, and it's a fittingly miserable ending to a perfectly miserable performance. Two thumbs down.
