I think that CCC will have some nice local/ethnic restaurants, like over on Regent Street. Gourmet is nice, but I think the Tower 1 corner would be more interested in something that will generate more of a larger, wide ranging crowd. Cheesecake Factory really catches peoples eye, no matter where they're from. That corner is going to be a huge draw of tourists and conventioneers.
Just my opinion, but I think that Cheesecake Factory is a big step up from Applebys. Chiles can be pretty good actually, but it's not as upscale as CF. and it doesn't have as much of a range as CF. in areas like desserts, etc.
