It does seem weird that there is no noticeable glow yet, especially if it is those panels that are meant to do the glowing. Perhaps they still have to apply this 'paint'.

This last line seems to suggest that the panels are what is meant to glow though...

"...there is no maintenance, except to clean the button-like fixtures occasionally."

I can't imagine anything else but the panels being described as "button-like fixtures". Maybe the panels are what glows but they have some sort of protective film over them that blocks uv rays until the official full-illumination of the building when they will be taken off? Would seem a bit odd though.

Also, I wonder what kind of wear and tear this paint can handle. I'm hoping it is more like super-glue than paint cause it would look pretty crappy if it started coming off the building in uneven patches over the years.
