While I can't really speak for him (and probably shouldn't) I think what JDRCRASH meant was that the overall plan on the 3 route map above, with the green line looping through Crenshaw and connecting with the purple line at Wilshire/La Brea plus all the other extensions would be expensive.
Very expensive.
