Kidding aside, yes, there are some cases where low rise structures will have 20+ units but that seems outlier-ish? Either way, I don't think the census tracks floor count.

I’d wager that the majority of 20+ unit complex units across the entire country are in such low rises, not mid or high rises. Nearly every three story suburban apartment complex everywhere qualifies.
