I wonder if making the Citadel a UNESCO site would actually move things in the wrong direction. The Citadel is great but as an overall site it seems a bit stuck in time. I wonder about using the slopes of the Citadel for thoughtful permanent infrastructure, like public buildings (e.g., a museum) with a green roof, so there's something interesting to do around the base of the site but the views from above aren't disrupted.
Back around the 40s or so I believe it was the site of the cenotaph (from the WW1 era?). It looked quite interesting.
