Permit hasn't yet been amended to include the newest design with 10 floors. The DP isn't even issued yet for that amended design.
I guess they didn't care and just went ahead with building the additional floors, or it was a major oversight.

I noticed that, and wondered whether they would get away with it. Does that mean they have to stop the residential tower as well, or can they keep going and get back to the hotel when/ if the DP is issued. (Presumably they couldn't have a Building Permit for those floors of the hotel until a DP is issued).
