It's not as simple as dumpsters.

How is it that Sansom Street west of Broad has gone from one of Center City's grimiest streets to one of it's best? It's absolutely positively bustling and exudes charm now.

Programming with intention and a plan, even with small streets and alleyways, can make a massive impact.
