From what I understand this was a stream restoration. What was done previously by building huge asphalt parking lots surrounding the creek and sheet flowing all of the water to it created a ravine. I've heard that they raised it over 10 feet and the water will now run slower during storms and potentially help downstream properties.

The renderings look like a dream world though. I don't imagine it will really look like that after 5-10 years.
