I mean I personally tend to agree that an accidental vehicle veering from an accident or medical emergency seems more likely to cause a mass casualty event.
But if anything it speaks to a broader issue of mental health than trying to attach it to pedestrian/cyclist road safety. Who's going to protect the crowds on Granville Island or the seawall if some maniac decides to uses a vehicle to attack people.
