This one is interesting, right across from the rapid housing project site. Googling the site address seems to indicate it is owned by All Nations Hope Network.
I guess it is fully funded by the Feds. $14.5 million. They provide outreach and programming to the homeless and addicted with a focus on blood borne illnesses like HIV and Hep C.
