In that setup the city controls how the city grows. In reality all the work is done by sub-contractors who either bid to build the sub-division or buy lots to develop.
Carney is proposing modular homes. Certain at the end of the day, its not going to be government employees build housing but doing contract management. No shortage of modular home builders out there these days.

Canada had 224,000 housing starts in 2023… and carney is proposing 500,000 per year, so the difference being 275,000 modular homes, per year…
