Anecdotally, I would say yes it has been fine for the past while. In addition to improvements like the Burnside Expressway, we've also been without construction projects gumming things up.

Further to a comment Drybrain made earlier, I think Halifax's transportation network is actually fine when it's working. The problem is that there is almost no slack in the system, so when you get lane drops from various road projects compounding on each other then things go from fine to painful very quickly.
