Rather than a traditional tower crane with a horizontal boom it uses a luffing? crane. The boom is pitched into the air at a steep angle. Could it be proximity to the neighboring property line? Is a crane boom or counterweight allowed to swing over a neighboring property?

I suspect they aren't allowed to have the crane overhanging the rail line at all. Seems there are pretty strict rules when doing construction along the railway, which makes sense. I think they had to build all kinds of protective walls etc. on that property line before construction.
