It is a compelling promise, yes, but, at the same time, it reduces the province's fiscal flexibility and ability to nimbly respond to new economic conditions, and, to fund new needed infrastructure.
You can't have your cake and eat it too.
I am all in favour of reduced taxes and fiscal responsibility, but, within reason.
