They wanted the stations to hit all the major attractions downtown at the time.

Stadiums, Symphony hall, Convention center, Herberger. + ASU downtown which was still mostly a proposal, City hall and the courts... Dont ask why Orpheum and Doge (at the time) were left out in the cold

I think thats why they did the whole split line thing too
