I believe the restriction no longer applies since AC already repaid. I think YYF was also one of the regional routes they suspended during pandemic and forced to restore, yet they still dropped it.

But it's likely harder for them to drop ZBF since they're the only one serving it and it may require approval. YYF still serve by 8P to YVR and WS to YYC.
